卫生局：设艾滋病定点医院 非其他医院推诿理由

艾滋病患并存症就医难、住院难如何解决？谁能为他们提供庇护所？一方面，艾滋病定点专科医院对一些并存症的医疗能力不足，并且指责综合性医院不愿施以援手；另一方面，面对“推诿、拒收”的指责，一些综合性医院则委屈否认，称是出于其他考虑。无论出于何种原因，对艾滋患者的歧视问题值得重视并解决。一位专家提醒，这种医源性歧视一定程度会导致患者隐瞒HIV真实感染情况。当发生急症入院抢救时，医护人员职业暴露的风险也大为提高。
南都讯卫生部艾滋病临床专家工作组专家、广州市卫生局副局长唐小平表示，按照国家卫生部出台的《艾滋病管理条例》的规定，任何一家二级以上综合医院都应该承担其治疗艾滋病患者并存症的义务。
“之前确定市第八人民医院等为定点收治机构，是便于统一管理艾滋病患的需要，不是其它医院推诿治疗、袖手旁观的理由。”唐小平表示，在为艾滋病患者进行创伤性手术、损伤性操作时，确实存在职业暴露的风险，但只要做好预防举措、采取好相应的措施，这类风险的发生率还是很低的。
目前，对于拒收艾滋病患的医院，没有相应的处罚办法出台。作为卫生行政部门，在遇到类似问题时，只能依靠行政干预这条不得已的措施。
唐小平表示，就目前情况而言，加强组织医院的临床医生的传染病方面培训，提升医务人员意识，同时发展壮大广州市第八人民医院的综合实力，是暂缓该人群就医难的关键所在。
