各省、自治区、直辖市及新疆生产建设兵团防治艾滋病工作委员会，国务院防治艾滋病工作委员会部委成员单位：
2011年12月1日是第24个“世界艾滋病日”，我国的宣传主题是“行动起来，向‘零’艾滋迈进”（英文主题Getting to zero），副标题是“全面预防，积极治疗，消除歧视”。为贯彻《国务院关于进一步加强艾滋病防治工作的通知》（国发〔2010〕48号）精神，落实“四免一关怀”政策和“五扩大，六加强”综合防治措施，推动我国艾滋病防治工作进一步深入，各地、各部门要围绕今年的宣传主题，在12月1日前后开展系列活动。现将有关要求通知如下：
一、注重发挥党政领导干部的表率作用
各地、各部门党政领导要发挥表率作用，主动参与艾滋病日活动，深入基层，看望艾滋病病毒感染者和病人，帮助其解决生产、生活中的困难；要深入艾滋病防治工作第一线，听取防治工作汇报，协调解决工作中的问题，慰问防治工作人员，推动防治各项措施的全面落实。各地、各部门要结合今年的宣传主题，加强对本地区、本系统领导干部的艾滋病防治政策培训，将艾滋病防治政策纳入党校、行政学院的培训内容，进一步提高各级领导干部对艾滋病防治工作的认识。
二、认真落实新闻媒体宣传工作任务
广播影视、新闻出版等部门要履行责任，加大艾滋病防治宣传教育力度，将开展好今年艾滋病日活动的宣传作为新闻宣传媒体的一项重要任务，充分利用报纸、杂志、广播、电视、网络等媒体，采取新闻报道、科普知识、人物访谈、专题讨论等多种形式，将艾滋病防治宣传工作进一步推向深入。
三、积极开展艾滋病检测治疗宣传活动
各地要大力宣传“四免一关怀”政策，广泛宣传积极治疗的重要意义，组织开展积极治疗的宣传活动。要动员易感染艾滋病危险行为人群接受检测，推动医疗卫生机构主动开展检测咨询，及时发现感染者和病人，对发现的感染者和病人提供规范的抗病毒治疗服务。要大力宣传治疗效果，促进更多符合条件的感染者接受治疗；动员家庭和社区参与，帮助感染者和病人提高治疗依从性。
四、统筹安排艾滋病日活动
国务院防治艾滋病工作委员会各部委成员单位要结合部门实际，围绕艾滋病日宣传主题，安排本系统开展宣传活动。特别是教育、文化等部门，要利用好学校、艺术表演和文化娱乐场所等阵地，动员大中学生和文艺表演人员开展防治宣传活动。工会、共青团、妇联、红十字会、工商联等人民团体和社会团体要针对各自的工作对象人群，开展丰富多彩的宣传活动。各省防治艾滋病工作委员会要制定艾滋病日活动计划，充分发挥各部门的优势，加强沟通协调，统筹安排好艾滋病日宣传各项工作。
为支持各地宣传工作，我办委托中国健康教育中心编印制作了主题海报等宣传材料，近期将材料的电子模版和部分材料下发各省、自治区、直辖市及新疆生产建设兵团防治艾滋病工作委员会办公室。各级卫生部门要主动配合，为各部门的艾滋病日活动提供宣传内容、咨询服务和技术指导。
艾滋病日活动结束后，各省、自治区、直辖市及新疆生产建设兵团防治艾滋病工作委员会办公室负责收集本地宣传活动开展情况，形成书面总结，于2011年12月31日前报我办。

All localities and departments in conjunction with this year's promotional theme, to strengthen the region, the system of leading cadres of the AIDS policy training, AIDS prevention policies into the Party, administrative training college, the leading cadres at all levels to further enhance the understanding of the work of AIDS prevention .
Second, the news media to seriously implement the tasks

Fourth, the overall arrangements for AIDS Day
