Both the world internet development report 2017 and Chinese internet development report 2017 tells us that the total scale of Chinese digital economy in 2016 reached RMB 22 580 billion, accounting for 30.3% of GDP,and China wasr ranked second in the world. As of June 2017, the total number of Internet users in the world reached 3.89 billion, while Chinese users reached 751 million, ranking first in the world .The development of the digital economy has become a common choice for the major powers and regions of the world to reshape their global competitiveness. What is worth paying attention to is that Guizhou Province, the most backward province in the past, has realized the overtaking of the curve by construction of "digital Guizhou" in recent years. In 2017, GDP in Guizhou actually increased to 10.2% and jumped first in the country. To understand the practical experience of the digital economy and the exploration of large data technology in monitoring system reform and accurate poverty alleviation in Guizhou, the reporters of International Financing Magazine interviewed Mr. Li Hanyu, Vice chairman of Guizhou Political Consultative Conference, Chairman of Guizhou Federation of Industry and Commerce, and member of the national committee of CPPCC and senior legal expert.
贵州对大数据建设的重要探索非常成功
记者:贵州经济增速连续七年全国前三,2016年名义增速高达11.73%,跻身全国第二位,2017年GDP实际增速为10.2%,跃升全国第一。这和贵州省交通基础设施建设的速度不无关系。请您介绍一下。
李汉宇:近五年来是贵州发展最快的五年。贵州已经进入了高铁时代,贵州东到长沙、桂林、北京、上海,南到广州、深圳,西到昆明,北到重庆的高铁都已通车,2018年贵州安顺到六盘水的高铁即将通车,贵阳到成都的高铁、贵阳到南宁的高铁也分别将于2019年、2020年陆续通车。四通八达的高铁时代将为贵州经济带来越来越多的投资机遇。而贵州的高速公路早在三年前就已经实现了“县县通”。现在贵州在搞“组组通”,就是把硬化公路修到每个30户以上的自然村,让农村的交通基础设施得到根本性改善,发展农村经济。贵州机场已经实现全省十市州机场覆盖,包括贵阳龙洞堡国际机场、安顺黄果树机场、黔西南兴义机场、铜仁凤凰机场、黎平机场、黔东南黄平机场、遵义新舟机场和茅台机场、毕节飞雄机场、六盘水日照机场、黔南荔波机场。贵州规划建设一干17支支线机场,现在已经实现11支。交通基础设施的网络化布局,使贵州近两年的旅游业收入实现了井喷式增长,每年增长40%左右。
记者:瑞士是有名的山国,1972年,19公里长的圣哥达遂道峻工,将瑞士经济带进了快车道。贵州自然禀赋与瑞士接近,在短短的几年间,贵州形成的四通八达快速交通网络给贵州带来的旅游业收入是巨大的。但我个人觉得贵州政府投资基础设施建设的目的不单单是为了发展旅游业,更为重要的是为了吸引企业、吸引人才,以大数据基础设施建设为支撑,抓住数字经济这个中国创新增长新动能,使贵州经济在短时间内实现弯道超车。
