I understand the thesis - you don't have to invent technology if you have slaves to do the work - but "technology" as a marker of civvilization's progress is a 20th century idea. It is the decline in philosphy, literature, culture and the arts that were the decline of ancient civilizations like Rome. Technology was always rudimentary.
